Negative Results, Positive Spin

Here's part of the Treasury's Department's press release on fiscal 2005 budget results:
The statement shows the actual budget totals for the fiscal year that ended September 30, 2005, as follows:
- A deficit of $319 billion;
- total receipts of $2,154 billion; and
- total outlays of $2,473 billion.
