Rebuilding infrastructure in the Gulf Coast region will cost billions of dollars a year for several years. But New Orleans Mayor Ray Nagin says the city hasn't seen much of the money yet. "People think New Orleans is wallowing in dough, and we have money coming out of our ears," Nagin told AP. But he says bureaucratic tangles have held up the funds.
