Helicopter Deal Hits Snag
Bloomberg reports that the Government Accountability Office has ruled that the Air Force should reopen bidding on a $15 billion contract for 141 HH-47 helicopters, awarded last November to Boeing. Losing bidders Lockheed Martin and United Technologies had protested the award.

So "..high turnover and low morale...are products of the failure of current law to ensure adequate staff representation at the decision table." Could it possibly be that a high number of screeners are low grade and part-time? Try supporting yourself (let alone a family) on GS-5, 20-32 hours per week with no benefits. I understand the management decision to increase flexibility in scheduling and cutting personnel costs, but it's discouraging from the employee viewpoint to have no expactation of full time status or promotion.
