Here's another one for the "You Can't Make This Stuff Up" files: The Rocky Mountain News reports that Scott D. Clark, an auditor with the Denver office of the Health and Human Services Department's inspector general office, is facing a felony animal cruelty charge related to an incident at an Embassy Suites hotel in St. Paul, Minn., where he had traveled for work.
According to witnesses, Scott cornered a duck near an atrium pond at the hotel and ripped its head off. Announcing, "I'm hungry. I'm gonna eat it," Clark got on an elevator with the headless bird and took it up to the fifth floor.
On top of that, the Minneapolis Star Tribune reports, local law enforcement officials said in an official complaint filed against Clark that after police arrived on the scene, Clark said "that he worked for the federal government and when this was over he would have the officers' jobs."
When told that he was in trouble for killing the duck, Clark told officers, "Why, because I killed it out of season? Big deal, it's just a [expletive] duck."

I always say this to people who do such things: Reverse the roles....Let a duck rip his head off and say: "Ts just a human!" There are plenty in this world that need not be here! Amen praise the Lord an eye for an eye and tooth for a tooth :o)
Lisa | Thursday, November 01, 2007 | 12:14 AMi know scott and if you did too you would know that this was a terrible drunk mistake. he is a super kind and gentle kid from a great family, i've known him and his family my whole life. i've never seen or heard of him even saying so much as an unkind word to another human. he is only 26 and grew up in a small farming community where hunting is a way of life and to pop the head off a wounded game bird is a sure quick way to end its suffering. not that what he done was proper to do in a lobby of a hotel, but he had had too much to drink and was with friends and i'm sure he done it to get a laugh out of them. i'm sure he wasn't thinking of it as being anywhere near the huge deal it has become. he has lost a really good job over this media hyped up college prank. i don't think he deserves a felony too........ just how important is a duck?????? many first time child molestors do less time than he is facing for killing a duck..... our justice system needs to get it's priorties straight... it is a messed up world where it's legal to abort a human baby and the same liberals who support that freak over a duck!!!! i'm done...whew.

Now this lame (expletive) dude had nothing better to do than rip the head of a duck. It should be a felony especially when the duck was killed in that gross manner. If I have to walk for ducks to cross the street because it's a crime to hit them, then he should be sent to PETA to volunteer for 1000 hrs and take a similar exam to Micheal Vick--Write on the smallest chalkboard they can find: I will never decapitate any cute duckies that belong to someone. A crime is a crime regardless of the magnitude or severity. We are accoutantable for our actions. Get it!! This guy knew that. What a jerk.

You know who really needs to be giving the breaks? A lot of people need to give THEMSELVES a break! No one deserves to be persecuted for alleged "stupidity" alone. The truth is that the people making a big stink about this are just a bunch of bandwagon jumping hypocrites who are on a witch hunt. These people need to get over themselves. They are so quick to judge without even thinking or knowing the facts. I'm astonished by some of the comments like "I would like to rip HIS head off". Are you kidding me? Not to mention the same comment also calls him a "Sicko". Now you tell me which is worse someone wanting to rip the head off a duck OR someone who wants to rip the head off of a human. John Antol | Friday, September 28, 2007 | 11:10 AMI'm confused. Yes this guy has a lot of nerve to do this, especially while on a business trip. But, as far as cruelty goes, ask yourself this. How long did it take for that duck to die? What trauma did it endure? Now ask yourself the same question when you shoot a duck for sport. Yes, some die nearly instantly, others die slowly. Shouldn't hunters be held equally responisble for the welfare of the game they hunt? Especially for sport?
If I had to bet, I would bet this guy is a hunter, at some level. Probably, does some sport hunting. If he has little regard for the welfare of game, don't you think there are others out there that have equally little regard for wildlife?
It's easy to get on the band wagon when these things happen, but when's that last time you went fishing? Dont' you think that hook hurts? Put one in your cheek and see what it feels like. And on that note, how do you think that fish feels while it's there suffocating on the deck of your boat?
Things to think about before throwing stones.
While it is bizarre, ripping off a duck's head is probably no more cruel then killing them in a slaughter house. If the ducks were the hotel's pets I supose it could be considered theft.

The AVMA panel on euthanasia recommends cervical dislocation as an approved method for killing birds. Occassionally decapitation occurs incident to cervical dislocation.
I suppose blasting the duck with a shotgun would have been more acceptable.

J | Friday, September 28, 2007 | 06:43 AMIt is sad if someone was attached to the duck and I can understand some frustration if that is the case. I don't know though. It's a duck and they do tend to all look alike for the most part and that said I haven't read any info stating that the duck was actually a for real pet (in the sense that someone was attached to it with a name and the whole nine yards). So I'm skeptical, I don't think it's good to automatically assume that the duck was actually someone's personal pet. Sure it's a possibility, but that doesn't make it true.

If you knew him you might think differently about this incident. He is the typical outdoor type who absolutely loves hunting, fishing, camping, etc. Mix that type of person with large quantities of alcohol and who knows... maybe he was so smashed that he just thought it was duck season. Stranger things have happened... everyone knows how weird things can happen when you get smashed. His judgment was obviously impaired a great deal so personally I don't think it's fair to be so hard on him. It definitely should not be considered a felony in my opinion. Ducks get killed all the time... big deal... not saying it's right... but reality is it happens and personally I think there are more important things in this world to worry about.

It seems it is not a safe world for ducks, and them so peaceful and serene.

But how many criminals are out there that have injured or killed other people, and the public for some reason reacts with only a fraction of the intensity. Is hurting another person less of a crime? How much more valuable is a person than a duck? People who want to pull this guy's head off are the ones who need help. Same goes for Mike Vick compared to other NFL players that have done much worse.

His comments that he was in the federal government and would "have the jobs" of the locals is particularly offensive. In todays Wash Post there is yet another story of an IG from DoS that apparantly routinely bullied his own son. A pattern here? GSA contracting officers have been complaining for years that the IG often exceeds his authority on coversight and often bullies and badgers others. Looks to me like IGs too often use their authorities in an exceedingly heavy handed and irresponsible manner..

In addition, it is stated he worked out of the Denver Office. Minneapolis is generally not serviced by Denver, so why was he here ? Perhaps someone falsifying travel, in addition, to killing aduck? In a strange way (and I know this may be a stretch), this reminds me of the flag burning issue. Both are often disturbing to the common sensibilities, when done for the wrong reason or when taken out of context. Please consider, burning a flag is the only authorized method of retirement. What disturbed people was the context in which the flag burning was done. Now my intent is not to venture into the discussion of freedom of expression and speech versus patriotism here, but to point out that this method of preparation has been used for millennia to prepare fowl for consumption.
Personally, what really concerns me is this nut’s state of mind. This is OBVIOUSLY an indicator of need. This is NOT appropriate social behavior and the wacko needs to see a shrink.
This man is nothing short of a budding Jeffrey Dahmer. Sicko. I would like to rip HIS head off. I bet he pals around with Michael Vick.

Plenty of tragedy in this story. Not the least is that the last carnival sideshow went off the road in 2005. All geeks are unemployed. No new career for him. Even the new Vaudeville isn't ready for a rebirth of that gimmick.
