Technical Snags Delay Candidate Development

Earlier this week, the Office of Personnel Management put out this somewhat curious announcement:

Because of technical difficulties, the deadline for the application process to the Federal Candidate Development Program has been extended to midnight Friday, January 25, 2008, or until the end of the day when 500 Fed CDP applications have been received, whichever comes first.

Now, OPM says it won't provide any information to Government Executive on exactly what those "technical difficulties" were. Anybody have any intelligence on that?

Let's speculate--could it be that OPM hasn't received enough applications for the program and they're keeping the announcement open until they do? And nobody wants to admit that the program hasn't attracted as many applicants as hoped? And "technical difficulties" simply serves as an all purpose excuse? I'm just sayin'....

While it's odd that they've decided to clam up, I think it's equally odd that the application deadline could be triggered by a certain number of applications. I'm not aware of any other types of postings in which the number of APPLICATIONS was capped.
