Apparently names, resumes, and social security numbers are safe. But watch out for phishing emails.

According to the USAJobs article, names WERE among the data stolen. OMB includes names within the definition of PII. See OMB Memo M-07-16, SUBJECT: Safeguarding Against and Responding to the Breach of Personally Identifiable Information, dated May 22, 2007 (http://www.whitehouse.gov/omb/memoranda/fy2007/m07-16.pdf).
Since OPM, through its contractor(s), is responsible for the USAJobs website, it seems that OPM should follow OMB guidelines by reporting the PII breach to anyone potentially affected.
