Where's the Workforce?
The Bush administration's just released a new booklet, "Highlights of Accomplishments and Results," as a legacy-shaping device. I expected, as I flipped through it, to find some mention of performance management, or the workforce. But this is as close as it got:
Increased the accountability, transparency, and effectiveness of the Federal • Government, which improved the Government’s performance and helped save billions of dollars.
To be fair, I can understand why the administration wouldn't include a number of contested personnel efforts, like NSPS. But the creation of the Chief Human Capital Officer position doesn't rank as significant? Not a single line about human capital. I guess that is not the stuff of which presidential legacies are made, but it is important on a practical level.

ABOUT THIS BLOG
Government Executive Editor in Chief Tom Shoop, along with other editors and staff correspondents, take a fresh look at news affecting the management and operations of the federal bureaucracy.

Be real. NSPS was the biggest flop in the history of federal personnel programs. No union input. A pack of children trying to play God with working people's careers.
There needs to be an accounting and a few firings. The gang of juvenile delinquints must pay for their destruction.
Wise Old Owl Posted Monday, January 5, 2009 4:41 PMFolks, Stand by for better government that is more honest, open, and genuinely better! Once again, I must remind all of the truth. Every government employee has suffered huge financial losses under the current administration. I calculate my retirement went down close to 5% in two years alone. So much for being opean and transparrent. If the future administration cans all NSBS efforts, then it will be one giant step toward the progress of putting back an honest government civilian work force, the next step would be to conduct an investigation of all of the illegal hirings over the past several years who retired one day and were hired by their bosses the next day; the buddy, buddy system. The days of fear and antimidation by leadership are coming to an end.
Robert Dangredo Posted Monday, January 5, 2009 5:18 PMIf their are any of the new administrations folks reading this, after you scrap NSPS please scrap the term "Human Capital" It's insulting. Then fire the "Chief Human Capital officer" and start anew.
WD Jackson Posted Tuesday, January 6, 2009 1:09 PMQuit you belly aching! If you don't like the system, quit and get another job. It seems alot of workers in the government are just whinners that have become afraid of NSPS, because maybe, just maybe it might make them actually work harder to earn their keep instead of feeding off the big govenment money nipple.
Some say the new adminstration will be open, fair etc.. well they havn't been in office yet, but many of you have already determined how great it will be. Remember, only time will tell!! I think too many people have bought into the illusion of entitlement and believe the big welfare system will return with glee and openess, only to place us 10 years back where we were, DEPENDENT ON OUR GOVERNMENT! Grow up, get a real life, job and stand up for yourselves.
Kenjax Posted Tuesday, January 6, 2009 5:42 PMKenjax, Because of NSPS I did quit, I retired. I decided that after 31 and one half years with DOD, I was not going to be turned into a butt kisser. I was not going to be made afraid to tell the Nuclear Inspectors I trained to stop problematic jobs on a Nuclear Submarines or aircraft carriers because you may upset management, thus putting your job on the line. Get use to the taste of butt hole folks, because those that are left in civil service, particurlarly DOD,will be permanently attached to their bosses butts. They will be afraid to speak up when things are not going as they should be for fear of being dislodged from their attachment point and discarded without so much a a goodby kiss. That is what NSPS has in store for you.
WD Jackson Posted Tuesday, January 6, 2009 7:56 PMKenjax Your “ideas” are as poorly expressed and they are spelled. Why don’t you be quiet for a little while the grown-ups have a discussion…?
H-Man Posted Monday, January 12, 2009 1:40 PMThere is no doubt about the inherent flaw in the NSPS and it's really forcing out people from the government or agency. I want to point out that employee dissatisfaction might lead to the compromise of national security. What better time for the Russian and Chinese to recruit spys than when NSPS payouts are handed out?
NSPS Threat to National Security Posted Friday, January 16, 2009 4:43 AMPlease where can one find help with NSPS results when immediate supervisor says "I can talk to no one but he" about performance. Claims the position screwed up and not me. 10 day reconsideration process of no use, only looks like "more money expected". Strange how performance only gets talked about "after" final mid and ending period results in. Mid documented as to my experience and length of service should have led me in "their" directions, whatever that may be. Is there an implication of age descrimination? My stress level now says that even attempts to make it better could result in "traitor" status. Gosh times were good when you could put your heart into your contribution...So please, anyone, I'll be watching the posts. Thanks
