A Note on Comments
We've been getting a lot of duplicate comments submitted; you only need to press the submit button once! They don't appear instantly because I need to approve them to make sure they're in conformity with our policy.

I have a suggestion for your IT department...
The site should be intuitive enough to allow users to know that their comments have been forwarded. That would solve the problem.
Once the original comment is sent, either have the page lock up until the "thank you" messgae appears, or disable the send button once it has been clicked.
