Liveblogging the NSPS Review Board Hearing

Before the Defense Business Board's NSPS review team began its first public meeting, American Federation Government Employees workers picketed outside the hotel where the meeting is being held. Some of their chants implied sentiments that are not reprintable on a family blog, but the mood was mostly good-natured, and the atmosphere within the hearing room is similarly calm. AFGE's packed the room, but folks are sitting and listening. And so far, the strongest statement has come from review board chairman Rudy de Leon, who said the labor-management provisions of NSPS, repealed last year, "served to greatly damage the strong sense of partnership and commitment that had existed between labor and management in previous administrations."

NSPS is the most unfair personnel system that I have ever been involved with. First, It steals money from my retirement by giving me a larger bonus which is not a part of my pay retirement calculation. Second, although I was rated as a high performer by my direct supervisor, my rating went to the board, who did not know me, and they down graded my performance rating. Third, The GS system which we had for over 50 years was, fair, honest and open. The GS system created under Donald Rumsfeld was developed without the consultation of the unions that represent Government Workers and many parts of the NSPS system were declared illegal. Fourth, I am in the home stretch of a 30 year career and now that I can see my retirement on the horizon, the government is changing how they are paying me so that their cost in my retirement years will be less. I project that NSPS will cost me over 20% of what I would have made in my retirement. Fifth, the current system that was put into place is horrible because it is extremely time consuming and it has secret meetings where no one knows what happens behind closed doors. Sixth, The NSPS system is the only system where I have no representation of any sort, I have only been to see my congressman twice and both times it was on the subject of NSPS and I will continue with this effort through my congressman until NSPS is rescinded. Seventh, NSPS discriminates. Eighth, NSPS is disliked by supervisors and employees because both recognize that this system is broken and unfixable. Ninth, It was founded under false premises where DOD took way more liberty than what congress intended. Tenth, it has nothing to do with National Security. Please have the courage to rescind NSPS.
