Computers are very easily controlled by people. It's hard to understand "why?" when you are spending billions of taxpayers dollars on computers (everything pertaining to computers) to keep track of billions of dollars of hard working taxpayers loans for the express purpose of keeping it all going, that you would at the same time create such a complex, confusing, system with dozens, maybe hundreds of handbooks for employees to work with.
The word discrepancy comes into play often, but only on one side of the coin.
Two thoughts: Oh, what a tangled web we weave and the Fox guarding the chicken coop. But do you have to spin the web and give the Fox the keys too?
